How to read this comparison
- What's compared: Six dimensions per jurisdiction — population, recent CHFA award count, AMI gap, basis-boost coverage (QCT + DDA), civic capacity, and market-capture advantage (LIHTC vs FMR).
- What "best" means: The green-highlighted cell in each row is the strongest value in that dimension across all places shown. "Best" is row-by-row, not a single composite ranking.
- Data vintages mix: Population is current ACS 1-yr; AMI gap is HUD CHAS (3+ years old); CHFA awards are live. Different rows = different freshness; the column footnote names each.
- What this comparison does NOT tell you: Local political climate, fee waivers, site control, environmental constraints, or community-opposition signals.
