How Credit Pricing Works

Why LIHTC, HTC, NMTC, ITC, and PTC prices do not clear at the same discount.

Traditional community-development credits such as LIHTC, HTC, and NMTC generally require ownership, partnership, or allocation structures. Transferable clean-energy credits are different: under IRC §6418, eligible credits can be sold for cash, while §6417 provides elective-pay treatment for eligible tax-exempt and governmental entities. That transferability divide is why clean-energy ITC/PTC markets can look closer to credit trading while LIHTC, HTC, and NMTC still price through syndication economics.

Pricing also reflects tax treatment. Section 6418 transfer proceeds are excluded from seller income, and the buyer discount is not taxed as income. Non-transferable credits embed investor return in the partnership economics, depreciation, compliance exposure, and exit assumptions.
